Lovely dress, The One I Love Outfit. But ... much too short! I wouldn't want my daughter to wear this, no matter her age.

Wouldn't it be possible for PAs in general to offer an option with a slightly longer hem for all these lovely, short-short dresses? Maybe a material zone which can be switched on and off, depending on how much you wish for the shorter look or not.  I didn't buy a lot of dresses because of this issue!

It's dForce.  You can try increasing the Contraction-Expansion Ratio parameter in the Surfaces tab a bit and it will stretch.  It doesn't look like there is a separate material zone for the skirt, so a small increase will make a difference.

Alternatively, you can lengthen skirts with Zev0's Fit Control very easily.  I tend to adjust them the other way, but I'm not here to judge.
