If I understand your requirements correctly.  what you want is pretty do able.  I would recommend 3D Universe Toon Generation https://www.daz3d.com/toon-generations-2-mega-bundle-for-genesis-3-female-s-and-male-s  or the 3DU Little ones characters https://www.daz3d.com/little-ones-mega-bundle-for-genesis-3 for your animated kids singing , their pretty cute and safe for public viewing and would fit your theme for your music very well. these are Genesis3 and do not have the lip sync phonemes, so most likely would need to be hand keyframed to match the song lyrics

 I can make the Animated presets by hand keyframing the lip sync using UD3 toon's very well to match the song lyrics. But I would not incorporated music into the daz timeline preset though.  you would have to match up the music with the lips synch in the video editor in the final edits

 The Daz Timeline I use is the daz 4.12 .085 public build. I use the built in Keymate and graphmate. and when i send you the animated preset all the keyframes and animation prests will be baked into the timeline for each scene required to complete the film . this does not include the scenes back ground and lights, props etc.

So because I would be just creating the animation & not doing the rendering .  the rest of the scene lighting and etc you would have to set up & be response able for. I charge extra for those requirements.

Base charge is $1 pre keyframe with a minium of 30 keyframes for animated presets.  this is what I charage game companies for animated presets.  (so if you only require 70 keyframes for 1 scene  you would still have to pay the miniums 30 keyframes, example: a 70 keyframes scene would be a charge as 90 keyframes 30+30+10= 90 keyframe min ) .  PLUS. I charge for the cost of assets I may not have so i can match your assets. I do have a huge library of daz content so chances are i have what you need already,.Daz ELUA does not allowed for sharing of assets. So for you to be able use the Daz Studio animated presets I make you. I would have to have the same assets in order for them to work properly.  Though as a suggestion. I have made generic character animated presets using just a base characters in the past and let the clients use the base character animation preset & they can custom dial in any character type they want to use into the animated preset to be reused for other projects later. this is what Isis gaming company requires of me most time..

what I need from you is a asset list ( How many characters per scene & things needed animated including prop if any). & A story board for following the song story so i can put into the timeline layout of your animated story.  even though its a song  it would still require me to have a story board to follow to make sure i make the animations required for me to follow your song story properly in order to make it match up when it comes time to render & film edit the scene,.   . A story book would be okay. & hand drawn scripts are okay as well but i will need a story board to follow for your story proper.
