Looking to recreate an MMO robe

I would like to recreate this robe - not the hat - and was wondering if there was an outfit I could use as a base, or something that is already close to it.  There are some semi-wide-legged pants underneath, which I'm pretty sure I already have.   Any help would be appreciated.
