Probably an Aiko 8 character, maybe with a custom face morph.  Hard to tell when you can't see the eyebrows close up as these usually are unique and therefore one of the best ways to recognize the texture.  They look rather strong though so that is a clue in itself (unless they have been modified, of course).

I'd agree with Taoz; just select an Aiko character, and chose the hair used would be the best way of getting that look.
