I can't place it, but it made me think of the "dForce Fancy Punk Genesis 8 Females" at Renderosity and also the "dForce Vernea Fae Outfit for Genesis 8 Females". They have a similar style.

The Vernea Fae dress is actually listed on the product page, and it’s pretty clear that that’s what the dress itself is.
