So far as I am aware any surface property that can take a texture map can have LIE applied to it, so yes.
Technically you can use LIE for whatever you like.
But
given the nature of normal maps, I think unless very carefull, the result will be bad, and not what you expected.
for displacement map you cam use LIE, but they are dependent on actual geometry, so your model might need a very high level of sub-d to give the affect you want.
Bump maps, on the other hand can use LIE, although that has other limitations, as it is only a visual "impression".
