General opinion is that it's about 70% Osuine (from Renderosity) with 30% Victoria 8 and maybe a few other tweaks mixed in. However, no-one has an absolutely definitive recipe for her.

That very nice glowing gorgeous skin you can get from buying one of Virtual_World's female G8F characters.

For lighting try using Render Studio 2.0, one of the BOSS Portrait Studio light sets, one of the Ultra Genesis light sets, and so on.
