PostgreSQL CMS - Windows 10 - it just does not work

OS: Windows 10
Antivirus: Windows 10 Defender [deactivated completely]
Firewall: Deactivated completely

I just want to install Daz3D and PostgreSQL CMS but it does not work.

I installed both with DIM:

Saving Account Settings: AccountInstalling product : PostgreSQL CMS (Win 64-bit)Starting CMS...Product successfully installed : PostgreSQL CMS (Win 64-bit)Installing product : DAZ Studio 4.12 (Win 64-bit)Product successfully installed : DAZ Studio 4.12 (Win 64-bit)Install Queue finished in 0 min 25.2 sec.

 

Now I press this little button (in DIM)

 

But then the log says:

Error starting CMS.

 

And when I start DAZ Studio I get:

 

 

I have no idea what I'm making wrong. I was looking for a solution in the internet but found nothing.

My folder "C:\Users\cpe\AppData\Roaming\DAZ 3D\cms\ContentCluster" is completely empty btw, I dont know if thats right.

What should I do?

Is this a clean install (not previously installed on this system)? Have you tried restarting Windows (that shouldn't be encessary, but it may help)?
