Rotation tool is borked in a scene

So I use the rotation and universal tools when posing and normally it's fine.  I'm in one scene where the universal tools movement arrows work fine, but I can't use either it or the rotation tool to rotate the character or her hip or anything else.  I thought it might be V3D's Pose Control, but that shows everything unlocked.  Right now I'm using sliders to rotate, and that's of its own kind of PITA.

I'm pretty sure I screwed something up.  I don't have this issue in other scenes I've opened and tried.  Halp!

Check the Tool Settings pane - have you turned on snapping, for example?
