Render settings non-functional in 4.10

I used render settings to change the render size.  I changed the viewport window, but the render size is not what I selected.  And now when i clink render setting the dialogue box does not come up.  I have tried restarting, restoring defaults.  Nothing.  The 'render setting' feature is gone from my version.  What can I do? Do I have to reinstall?

Try Window>Workspace>Off-screen Panes (I can't recall the exact name, but ti brings any panes that have been moved off the screen entirely back to the centre).
