Yes, it is in the Edit Menu as shown below...
Things to know. The Image will SIZE to fit your RENDER Size as set in Render Settings and be Centered in Camera at all times.

You can also Create a Primitive Plane and then Apply a Image to it's Diffuse Channel in the Surfaces of the plane. You can then Size the plane as Needed and Move it as you like in your Scene.

I just created a "primative plane" but I find no where to import an image to the "primative plane".

For some scenes you could consider to render with no background at all.
Instead save as .png and add whatever background later in your image editing software like Photoshop, Paint Shop Pro... etc.
you have then more control over the background, probably saves some rendertime as well.

There are things like this in the store : http://www.daz3d.com/backdrops-made-easy

Also this http://www.daz3d.com/cyclorama-portrait-paper-backdrops which requires : http://www.daz3d.com/multiplane-cyclorama but they are both PC items so they would be a lot cheaper.

Also this on ShareCG : http://www.sharecg.com/v/22174/view/Texture/textures-for-Cyclorama:-Portrait-Paper-Backdrops/6?interstitial_displayed=Yes it also requires the Cyclorama
