If you have a wet shader that isn't too UV specific (meaning a genesis 8 figure and the horse2 have very different UV mapping), then click the horse, and then goto CREATE - NEW GEOMETRY SHELL. Then select the geometry shell anhd apply the shader and see how it looks. Depending on the UVmapping, opacity, etc you might have to fiddle with it to get it working, but that is pretty much the basics.

    Up the glossiness way up.

Or the MEC4D iRay Shaders vol 2 has a wet cloth shader that works by adding a wet layer in the surfaces where it asked with to replace the place holder texture image with the texture image used in the diffuse texture slot (seams like they should have managed to do that via script when the user clicked the preset, given the price of the product, but oh well).

Don't forget that the hairs of the tail will sort of cling together, making the tail look much thinner when it is wet.  It will also be heavier so more affected by gravity.

You will need mud too.  I say this because any time my pale dapple grey mare, Princess, got into water she ALWAYS managed to find plenty of mud too. Even the cleanest of streams would suddenly become dispensers of dark, sticky mud the moment her hooves went in. She was such a beautiful girl, but boy did she attract dirt!
