    Iray?  For brand new powedercoat, a simple flat paint shader with a pebbly finish should work.  For older powerdocat, you'd either want a painted steel or a rust overlay on top of the paint.  The former are both available in the best all in one set I know of, https://www.daz3d.com/mec4d-pbs-shaders-vol-2-for-iray ; If you want to add the rust, I'd use a geoshell and https://www.daz3d.com/da-rust-and-grime-shaders ;

    Man, where are you getting your powdercoating done? I'd find a new shop. All the 'coating I've had gave a very smooth finish.

    Powdercoat can be applined in a wide ariety of finishes, from perfectly smooth to a sandpaper texture or a pebbly fnish, with the rougher textures used for projects that begin with uneven surfaces, somthing that smooth coats may not be able to adequately hide, or in cases where you want a non-slick surface like a the legs of a camera tripod or a piece of pool furniture.  https://www.a1powdercoatingpainting.com/powder-coating/

    Since perfectly smooth powdercoat is basically indistinguishible from a coat of enamel paint, of which there are quite a few shader sets available, I assumed the OP was asking about the more visually different type... but if they weren't, then the shader set I recommended covered that option as well.

    Rough powdercoating or simple, flat metallic flakes? If it's just the second one, DAZ already has Iray car paint shaders for this. If it's the former, just use the Stucco shader, apply Uber Base, ann then change base color and bump to desired values.
