animate2 copy/paste keyframes not where cursor is...often pastes next frame.

This is strange and I don't know what's causing it. In some projects, it works as normal. I copy a keyframe move the cursor, and paste keyframe.

In some projects it always pastes the keyframe ON THE NEXT frame! It causes [confusion],...lol.What is the reason?
