What would be the best way to give a figure glowing veins

i want it to be subtle but where the blood vessels underneath the skin appear to be purple and glowing

Take the texture, create a yayer and paint on the veins you want in white. Then fill the background with black. Assign that map to the Emission color channel in the surface tab and set the color from black to white. That wil make whatever is white in your map (the veins you painted) light up. Tweak the settings for termperature (color) and luminance (brightness) until you get what you like.
Here's a quick example of what it can look like, tune the brightness to suit your desired look.
Easier to set the color to purple rather than white since you want them to glow purple. Leave off messing with temperature color until you see if you want the glow to actual light anything up. Luminance is the major one you'll need to tweak.
Here's the same basic technique, without adding a layer in photoshop, I simply made all the eye's surfaces emmisive.

Your right about setting the color in the emissive paramater rather than the temperature. If you look at the setting I posted, I did that but forgot to say so. It is a lot easier to get the color you want that way.
Setting the color temp got the emitted light the right color but the surface wasn't. It drove me nots until I figured out what I needed to change.
