No expressions work the mouth with Gen. 8

For some reason, none of the expressions work the jaw with my Gen 8 males.  Only the eyebrows seem to be reacting.  Even then only sometimes.  Yes, I do have several different sets of expression packs for Gen 8.   Nothing works.   Is something turned off?

Is this applying presets, or directly manipualting the properties in the parameters pane under Pose Controls with the figure selected, or both? How was the content installed?
