Looks like a hatched filter.

Honestly, it could be any number of different filters or combination of filters and textures.  There are actions that can make a piece look painted or sketched etc. but these look more like a combination of layers and textures.  Of course, it could also be a straight render, the tools we have been getting lately are pretty darn good.

Personally I hate seeing promo images with lots of post since I rarely use any and want to see what the actual product looks like.

+1 . I also don't like when they use different tone mapping settings, but don't provide them with the product. How hard is it to include just one extra preset? I know it's possible because I got a Stonemason set that included the tonemapping settings.
