Can anyone tell me, if daz allows use, his textures of genesis, editing to make my character?

    For your own use, yes. For distribution to others as textures, no.

    I can not even use them as a base, to make new ones?

    For your own use only      If you want to distribute them then you need to make them completely from scratch,  or buy and use a merchant resource, following the instructions which will tell you that you need to make x% differences to the base texture.  Most Merchant resource products will not allow you to use them to make freebies.
