Poly count in store page - decimator question

I am just a little confused about this.

I bought a model that have a tremendous amount of tri counts and I simply cant work with it.

Is there any way to know the tri count of a model before buy it?

 

Another question, I could purchase Decimator. But I really really cant find information about features.

Are morphs safe with this plugin? What are the limitations?

I am using DAZ characters for game dev.

On some of my models the info is on one of the promos.  However, by default, its not required on any model.
