Rotating the collar is rotating the pectoral even though its locked...

I noticed that when I rotate an arm, or apply a pose for the arm it also rotates the pectoral every time, even though I locked the pectarols.

Here I just rotated the left collar, while locking everything else but that on G3F. Still the pectoral bone rotated with it.
It's very annoying as even alt and left click won't put it to zero and I have to type in 0 on the pectoral bone every time I pose a figure.

Is this just happening to me? How do I stop this from happening?
