Go to "cut out opacity" in surfaces tab. Click on the little gear next to it. Turn limits off on the menu that pops up, click ok. Try changing cutout opacity to 2 or 5. (Don't including the scalp, skullcap, or whatever the bottom surface closest to the head is called).

It should make the strands finer. If they start looking patchy, duplicate destiny curls and scale the duplicate a little bit wider or narrower and position the curls differently.

(If you have OutOfTouch's HairPair shaders from Renderosity, try using those transparency presets to raise the cutout opacity limits, and raise cutout opacity to 5. Sometimes that works better than doing it yourself).

I own a lot of hairs by this PA and love most of them, but because of the way they are modeling and transmapped it can be difficult to get them to look right in Iray.

I've noticed that sometimes if you use back-lighting or rim lighting, the hair is going to look crappy no matter what. Somehow when the light hits the hair a certain way, it shows the modeled version and the transmap no longer works. Not smart enough to figure out why yet, I end up having to change my lights...
