Can't make custom action

I wanted to try a custom action for the first time. I went to make one, and there is no option when I right click.

Is there some setup to make this work?

    In the dropdown shown in your screen shot, pick Show Asset in > Content Library > Mapped Folder.

    Right click on the figure again and you'll see 'Create Custom Action' at the bottom of your menu.

    Thank you @Toonces that worked. i was trying to create an action through smart content. Which doesn't work.
