Can you create scenes from scratch with Daz Studio 4.10? I'm thinking about creating my own but not sure which program to use. Daz Studio 4.10? Hexagon 2.5? Photoshop CS6?

DAZ Studiuo isn't a modelling software, you'd need a modelling software like Hexagon or Blender for that. For creating texctures for your new items, you can use Gimp/Photoshop.
Of course, if you already have some content, you can put together items from different sets and "create" something new that way. Or retexure older content...
Then, there are more expensive modelling and texturing solution... But it also depends on what type od scene exactly you have in mind.
