what do the values under root region refer to?

in the g8f dsf file,
theres a section under root, is a long list of values
do they refer to vert numbers?

 

stilll trying to figure out why the FBM morphs don't work on 3 of G8F's toenail beds. 
the FBMs aren't moving 10 polys around the toe nail beds on left toe big, 3, and pinky toe.
