Question about Dynamic Circle Skirt vs. Genesis 3 Female

I learned in recent days about fitting Victoria 4 clothing onto Genesis 3 Female figures.  But the one problem I am experiencing is that I cannot seem to fit the skirt on the G3F figure positioned where it should be, and if I do, it cannot mover in sync with movement of the legs.  What can I do to fix this problem?

Old OptiTex dynamics won't AutoFit - usually it's better to pose the figure to fit the outfit, or vice versa, in frame 0, apply the desired pose in frame 30, and do an animated drape.
