CMS won't work, can't uninstall or install Postgresql

CMS suddenly stopped working. Won't start up when you hit the button in DS to get it to start. Tried uninstalling and re-installing through DIM, only getting this:

Have you tried manually downloading and running the installer from your Product Library page?

The log errors seem to indicate CMS is running, that is why DIM can't uninstall it.  Perhaps Studio is being blocked from seeing/using it.
