Tool Bar User Interface Change

Hi,

How do you guys get the toolbars on the very left and the very right? Or how do you guys add/change the user interface to look something like the picture below?

    Grab them by the gripper at the left-hand end, if they are docked horizontally or floating, and drag them to the desired edge of the window until a line of highlight colour pops up, then drop them.
