Creating a sweaty or wet skin effect isn't necessarily difficult. it mostly depends on the quality of the maps used by the character, especially the bump maps or detail maps, depending on the figure and shader.
The first thing to do is look at the Glossiness (or Specular) section of the shader.
- Reduce the Roughness values (anything with "Roughness" in its name).
- Increase the reflective weight. Which parameter to increase depends on the shader:
Those two adjustments will change how light reflects from the skin, which is what creates the wet or sweaty appearance.
If the result looks too smooth or has an obvious plastic look, increase the Bump strength (or Normal/Normal Detail strength, depending on the shader).
On the other hand, if the effect looks odd or too noisy, try reducing the Bump (or Normal) strength instead.
There's unfortunately no single set of values that works for every character, since different figures use different maps and shaders, but those controls are the main ones to adjust.

Note, you're speaking about PBR, if you meant the PBRSkin shader and not Iray Uber shader (both are PBR shaders if I'm not mistaken so PBR could also be used to speak about Iray Uber), I don't know if that tutorial is still useful or not (I don't have it, and even if I did, I'm not qualified enough: I'm mostly fumbling my way through the various parameters
).

I did not make any for PBRSkin, but the main principles - the main useful areas for a given purpose - remain the same, with only a few differences.
And yes this is not really clear here if the help request was for Iray Uber or PBRSkin, that's why I tried to give advice for both.
