I was playing around with the dForce Simulation Settings pane when I notice a pane called Dynamic Clothing. What is this and what is it used for?

Prior to dForce was Optitex. You could animate only items that were made by Optitex with the Dynamic Clothing plugin -- I think this came about at the end of DS3-Pro. It was limited by the fact that you could only run simulations on Optitex designed products.
If you own any Optitex clothes, it can be useful to run a single frame Optitex drape sim to get it to fit the character comfortably, and then run an animated Dforce sim for the full drape (and then freeze simulation on both draping simulations.)
If you don't own any Optitex clothing don't worry about it.
