PD Artist?

What is it exactly? A painting program like Painter, a rendering program like Bryce or Vue or a combination of both??? The images made with it look stunning, but I'm confused what exactly the program is. I wish it came with a YouTube video explaining it. I guess I'll gooogle to see if I can find any more information but if anyone knows what it does, please let me know! Thanks!
