do i need to uninstall 4.9 in order to install 4.10 or will it do so as part of the process?

 Also, will i be able to return to 4.9 if i have problems with 4.10

If you install the General Release it should uninstall the previous version automatically.
As for going back to 4.9 it's only possible if you save a copy of the 4.9 installer, as it's not possible to download 4.9 anymore.

An option if you have doubts about replacing 4.9 would be to install the Public Beta version of 4.10, which won't remove your General Relase of 4.9
