The credits below the image mention the bikini bottom being by Aery Soul, but nothing is said about the rest of the outfit, so maybe it was custom created for that image?

It's a kitbash. They credit AerySoul for the bottoms, and Daz3D for the top. You can find any pair of boots that look like that and use thin d-formers to achieve the strap look.
