I have searched but cant seem to find this outfit.Would anyone happen to know what outfit this is?

I've a feeling it's two different outfits; the shorts the character is wearing kinda ring a bell; I'll have a look.

The closest is Cutoff Jeanz for V4, which is offsite.  The top is not part of it.

The wrinkles in that set seem to be a texture effect, as some third party texture packs show as mostly smooth as in the Cassie promo.
