How exactly can I make a background like this (outside of windows etc)

I can't really understand how exactly can someone make such an image in Daz3D. Is that basically a low quality image adjusted to a certain size and put outside of the window? I don't know and I would like to know how to get this kind of a thing working in my renders as well.

Follow up question which might be a bit unrelated - How can you make it so that, for example, a render is a character, and the background is a bit "blurry" in a way that the character in the render isn't blurried (kinda like some kind of a "Focus" thing for when making pictures). How do I achieve this?

    Either use a Bandrop / Background in the Enviroment Tab (next to your Scene Tab usually) & mark it 'Visible in Render' 

    or

    Create a Plane primitive in the DAZ Studio Menu and go to the Surfaces Tab for that plane and add the image you want outside the window. Then go to the Parameters Tab and move that new plane primitive you just made so that it looks like what is outside that window. You make need to scale.

    When you are looking for images it is better to find one that is too big then too small and scale it to be smaller and/or clip (aka crop) the image to fit your DAZ Studio plane primitive or the DAZ Studio Environment tab background/backdrop.

    or

    You can use an HRDI image and in the Render settings set the render to render Dome & Scene with the Dome Visible

    or 

    You can buy one of the Dome Skies or the Multiplane Cyclorama products from the DAZ 3D Store.

    You can make your own, as nonesuch00 suggests. If you want it
    in the distance, consider using your 2D program
    to defocus it a little.
