part of the mane foreloch hairs is under the horn.

dont see a way to drape around?

what the best way to make it look good?

If you haven't used mesh smoothing on the mane yet to collide with the horse, then you could add smoothing to collide with the horn, otherwise I think you'll need to use dformers and create your own morph
