Board Games: Odd Go Board

Supposed to be 19x19 lines, not 20x20 (did someone think there are supposed to be 19x19 cells??) and so there are oddly doubled handicap points in the middles. A fair bit of work evidently went into creating those odd handicap points, so I wonder why this was done?

The pieces also seem to be about half the proper size for the board.
