They just coordinated the Genesis number to the V/M/etc number.  Probably to forestall confusion over V4 and M4 (or more likely the A4/H4/D4/S4 etc, which were expansions for V4 and M4) not being an expansion for Gensis 4.

New people coming into 3D art here can get confused as to what figures are being talked about. Victoria 5 is Genesis 1, Victoria 6 is Genesis 2, Victoria 7 is Genesis 3. I think some people were getting confused when explaining what figures they're talking about because we tend to abbreviate the Genesis line with "G1" "G2" "G3" etc yet the official characters in those figure lines where a different number "V5 M5" "V6 M6" etc. This was headed for more confusion because people also refer to one of the really old figure lines as Generation 4 (which is abbreviated G4). Releasing Victoria 8 as a Genesis 4 figure (wich would, of course, be abbreviated as G4) would have gotten more confusing I think. Anyway, that's my theory. They finally simplified things by having the Genesis number coincide with the Victoria/Michael numbers.

I like that they did this. I've thought seeing "Victoria 7 for Genesis 3" was strange looking. It may not be categorically correct but, having the numbers match up is less confusing, in my opinion.
