Has this locked up, or something else?

I was going to upgrade to the new version, but decided to make a new installation on another drive instead (part of getting my content organised, ha ha!).  It got about 98% done, then I got this screen....  That was at least 30 minutes ago, has it locked up or is it busy searching all my other drives for content, reinstalling everything, or what?

This is the 2nd time I am trying this, btw.  Same result both times (previous attempt I cancelled after 20 minutes and it uninstalled everything!)
