Confused: "PC+ Annual Memberships 30% off for non-PC+ members"

I'm in all likelihood reading this incorrectly because when I click the above, it just shows me an annual membership for $70 with no badge showing it's a sale price. Or is $70 the 30% off price?
Someone set me straight and I'll probably delete this thread for being a dum-dum. If this actually meant "30% off non-PC+ content" wouldn't it have said so?

It should show the discount once in your cart.
$70 is the regular price for annual memberships. When you add the membership to your cart, as Vaskania mentioned, the 30% will be applied if you are not already a member. The discounted price is $49.00

the part saying FOR NON PC MEMBERS sounds bad, very bad, like pc members couldn't benefit to extend the membership date
I'd respectfully disagree.. there are many times where memberships are on sale for members and non-members alike.
PC members have done very well with discounts on annual membership in the past. Last summer, quite a few people managed to renew for about half the cost of a quarterly membership. I can understand DAZ trying to change that. Though I do think they more than make up for it with additional sales. There are many things in my runtime that wouldn't be there if I hadn't been a member when a great sale came along.
For example, the DAZ Originals sales going on right now, with discounts ranging from 50% to 75%... As a member, I'm seeing discounts of 65% through 82.5%, ( even more in some cases.) I bought 17 older PC+ items yesterday for 50¢ each, with purchase of a new release. My cart had 19 items for $12... I added the new release Saba'a Alkair poses and the price went up to $12.79. I wouldn't have bought any of it had I not been a member, getting member discounts.
I dont know on the past but lately I find myself very unwelcomed on sales. Another example I liked purchasinng three or more new items to increase a little the discount and now the system discourages buying more than one new item and more new products are coming dismembered in parts without bundles, is so expensive and dont give any noticeable discount on featured artist, is so apathethic it only offers old stuff but more expensive than march maddness,the sale are unwelcoming to every habit I had on daz store,. The same happens with gift cards, only encourages investing until 300$ when I used to expend 400 to 600, I feel my loyalty and budget punished beyond reasoneable and lately I got more and more angry with daz for having all my generous buyer habits a contradictory excuse to be more punished than newcomers or the fewer purchasing customers.
I am sorry, thats my feelings, and I know the non pc members thing alone is not important, but together is making my bleed and angryness worse. I just hope it's transitory, I have been very addicted to daz and would like to continue, I dont want to leave. But actually everything on sales are unwelcoming and punishing me, NOTHING is satisfactory and I feel bad.
Daz varies the sales precisely because any particular approach is going to be unappealing to some - there were objections to the tiered discounts because they required a relatively high outlay to get the maximum amount, for example, just as you object to a lack of tiering in the latest sale.

For the record, @EquisVoid, I was one of those complaining about having to buy two or three items to get the extra discounts on older products. In the 2-1/2 years I've been DAZing, the multiples for higher discounts thing has been relatively few and far between, until recently. I'm not against getting a better discount on the new releases when buying multiples, though I prefer two over three in those types of sales. As a hobbiest, I need to make my budget stretch as much as possible.
I like that DAZ changes things up, both in the terms of the sales and the type of products offered. There are lots of sales where nothing appeals to me. This is good. I don't have an unlimited budget. And it means I have money left to play with for those sales with items that do appeal to me. I'm happy if DAZ hits my "sweet spot" once a week.
if DAZdoesn't turn back to good sales for larguer buying, daz will get bad number results becacuse we the medium to large buyers will stay away of this as myself. I am going to boycot the actual sales plan, because its against me, punishing higher budget, my needs and my purchaser habits..And the actual old flash sales, for the aged and technical problems to get it work half decently, it stills overpriced . Time to shop elsewhere then.. Money is the last word and the last vote we have to get the sales as we want.
I extended my PC+ membership with a great sale last time it was offered to PC+ members. I have no issue with it not being on sale now. I am also one of those who doesn't necessarily care for the buy three to get the best deal. A lot of times, I may be only interested in one thing, or only need one thing and I won't buy two items I don't need just to get the one. Of course, its great when there are three items I have to have lol. The sales are varied enough that even if I don't particularly care for the way one sale is going, I know it will probably be switched up again to something different that might appeal to me on another day. The kind of sales they are having on old content this week is like finding buried treasure. The older items are easily moved up through the generations with very little effort (provided you bought the tools to do so, on sale of course) and retexturing them or using shaders on them to bring them up to date is not only easy but fun. My Gen2 and Gen3 girls are going to have a truly massive library once I am done converting everything from V3 on up. Most of the older sets convert very well to Iray as well, I think I picked up 15 or 20 DM props -which include props, poses and the building itself, for less than $20. And the poses are all convertable up through the generations as well.
I think we've all complained about the way DAZ does things at one time or another, but most of us keep coming back.
DAZ is a "for-Profit" company, and DAZ will continue to make sales promo decisions based on what works for the majority of their customers. They know what works because they have the sales numbers, (which you and I, and the rest of the customer base, are not privy to,) to tell them what works and what doesn't. And they already know "you can't please all of the people, all of the time." So they switch things up, "pleasing some of the people all of the time," and "pleasing all of the people some of the time." At least they care enough to switch things up, and to pay attention to what their customers think of the various sales. Believe me, they are listening to you.
I'm always reticent to post in these sorts of discussions since they can quickly degenerate into fruitless bickering. Nonetheless, here is my perspective, which may not be that of others. I keep track of all my content and purchases here and elsewhere, including the original price and what I actually paid. The latter is pretty consistently less than the former, and sometimes significantly so, and that is not an accident. I shop pretty judiciously. Sometimes I'm a PC+ member and sometimes not, depending upon what I believe is to my advantage. It can be a bit of a game at times, which can all by itself be challenging and fun! (That may help to explain why I end up spending more than I intend to at any given time.) But I have never complained on the forums or to DAZ about value. In terms of what I have purchased, I have always considered my purchases to be good value, otherwise I never would have bought the items (or kept them - refer to DAZ return policy, that I have never used). Having shopped at numerous sites over the years, I can say that, with a little of that judicious shopping that I mentioned earlier, the content that I have purchased here has been as good or better value for my dollar compared to anywhere else. If at times the sales or selection does not suit me, I'm fine with that. Because its not all about me, afterall. And it would be ridiculous of me to expect that. Its not personal, its business.
Right now I'm reluctant to spend too much, due to the fact that I am not in the US, and the exchange rate is a killer. But neither DAZ nor I are responsible for that and there's nothing either of us can do about it. I have dealt with a lot of companies over the years, and many of them engage in practices that leave a lot to be desired, to say the least. In my opinion, DAZ goes about as far as they can go to respect their customers, and, despite the fact I might get a little cranky from time to time, I'm pretty happy to do business with them. As for the whole sale game thing, I'm a player and have won more often than I have lost, so I say "Bring it on, DAZ!".
"A couple of months" is more than long enough for another membership sale to crop up before then, probably without that restriction. Just wait, and there'll be another one (I can't remember when I last paid full price for an annual PC+ renewal).
