As for the character and texture, that would be anybody's guess. The assumption that the PA or promo artist have used a ready-made character that is available in the store as-is is often an erroneous one. It can happen, but often the characters are custom or tweaked characters to make them deliberately unique. In this case, if I had to guess, I would say it is a modified version of Cathy - it resembles her somewhat, and the texture looks about right, too.

(BTW, if you are going to put images in the body of your post, you need to specify a maximum width of 800 pixels in the pop-up dialogue, otherwise they'll be resized with the kind of distortion that you see.)
