Download Problems (Germany)?

I dont know if anyone else has problems with the downloads today but here my findings :)

Normal ISP Connection: since a few hours very slow shop, Download with DIM not possible..., Manual download (600MB) ~16 hours.

But now the surprise, with vpn server active (Virtual US IP) no Problems so far. 1,3 GB download ~4-5min
