Glowing Tattoos

in Technical Help (nuts n bolts)

I recently bought the Tara and Sachra bundle but cannot seem to get the Glowing Tattoo's to show up. The Glowing Horns seem to be a no show as well. I can see them in the selection and apply them but nothing happens. Any suggestions?
