I need to make a still with a picture and title.

I have the picture. What is the easiest way to add the words?

    Gimp, Photoshop or another image editing software.

    Use a program like Photoshop, paint.net or GIMP. There are other, simpler programs out there (even MS Paint could do it), but a good image editor can make it look the best.

    Yeah, multi-tone text with drop shadows...not something doable in a 'simple' paint program.
