why is rotation order important?
is nice to have consistent rotations, as long as the 3 directions are covered.
why we need some ordered differently?
why would a bone have like 2 of the same rotations?

Diiferent centers of rotation would be my guess.
Gimbal lock and twist. The first parameter is the twist axis - which should run along the bone in most cases, so you need to be able to reorder for that. As the first non-twist axis bends the other bend axis is also rotated, if it's rotated a quarter turn then it will do the same as the second which is obviously not useful - reordering the two non-twist bends so that the first is the one that is least likely to hit 90 degrees reduces the danger of effectively losing one degree of freedom.
