On the right hand side, in the scene tab, make sure the clothing shows up as a sub-node of the figure. If it doesn't, right click on the clothing and select 'fit to'. Change the fit from None to the figure.
Being parented (appearing under the figure in the Scene hierarchy) doesn't guarantee that the item is fitted - it can be parented but not fitted or fitted but not parented. Instead you should look at the Parameters pane, where there is a Fit button that should have the name of the wearer if the item is fitted or None if not.
