EDIT- never mind, it's a PA, not a script or plugin product... Sorry, I never came across the name... Nice products too.
Nice effect on the render too.
There is more than one set of methods to simulate analog art. Corel's Painter built its reputation on that. But there are Photoshop/PS Elements plugins (and standalones) that do it as well. I don't know all of them, but Topaz Labs has one, and another is AlienSkin's SnapArt.
I have Topaz Impressionism, but nothing looks as good as that render. I'll have to check out the Alien Skin one, thanks.
