Actually, this may apply to more than just hair. Is there a way to tell whether hair, clothes, props or scenes will render well with Iray, before buying them?
As supplied most, if not all, Victoria 4 is not going to have Iray materials. However, that won't necessarily stop you from using them - though I would suggest investing in UHT 2 and some Iray fabric shaders that you like the look of.
Another factor is how much time you're willing to put into adjusting the materials. Changing everything into proper Iray format using the Iray Uber Base shader is only a beginning — the automatic conversion is pretty good, but not perfect, so many parameters will need tweaking.
