In general, Genesis figures can wear other figures' clothing if and only if the maker of that other figure has provided an autofit clone. Of the ones you've listed, I believe Star is the only one that has a clone (for Genesis 3 Female only).
In general, other characters cannot wear clothing made for the Genesis line.
The big exception to the above generalizations: If you use a utility like Crossdresser, just about any figure can wear clothing from just about any other figure.
