I've been using FaceGen for a while, and having good luck with it. Recently got Head Shop and I'm trying to get the hang of it. Both these require a full face picture, possibly augmented with a profile picture. Is there something out there that will take a picture of a half-turned face and make a model from it?

Well what you'd do is use FaceGen and then take the good accurate and detailed side of the morph while you are still in FaceGen and slide the 'assymetry slider' to 0. That won't be the true look of the face as everybody has a bit of assymetry but that's what FaceGen would do itself programmatically confronted with a picture that does fully illuminate both sides of the face and if it don't have a profile picture that might give FaceGen a bit better estimation from the photo data of the face in 'depth dimension'. Most people's assymtry is slight enough that it's not noticed.
I'm not sure I was clear. If all I have is a picture of a face halfway between full face and profile? At a 45 degree angle?
Yes, you are clear. I've done that and it worked fine. However you should use the symmetry tools in FaceGen to correct the face morph generate if need be, there are long list of sliders you can use to symmetricize or a slider to do the symmetry all at once. Which side you mirror to the other side depends on which side of the face the picture is taken at an angle from.
