[Convert Geometry Shells to (normal) Daz Clothing] Can it be done? If so, how?

Well, you can export the geoshell, import and use transfer rigging, and save as Support Asset.

Then you will have a conforming clothing.

Should prefeably be done on the base character.

You might end up with a lot of excess geometry, so before import you could clean the mesh up.

The typical way is to make pure geo-shell clothing like vyktohria's Sexy Skinz series (e.g. https://www.daz3d.com/sexy-skinz--jeans-and-things-for-genesis-9) rather than rigged garments, you just need an external application like Blender, Adobe Substance Painter or an image editor.... to paint textures / make mask etc. even make unique UV layout as per what you need, then bake texture maps for being used on the geo-shells in DS.

The way of rigging a geo-shell geometry will be more complex as you propably have to firstly modify its geometry in external modeling software before making textures ~~ unless you just want to make a full bodysuit. Then you need to further make / fix corrective morphs on the rigged clothing, etc. etc.

if you are doing it to export an FBX

a better option is to use the geometry shell textures in the LIE (layered image editor)
